In a large mixing bowl, combine the cornbread mix, milk, egg, and melted butter. Stir until well combined.
Fold in the thawed corn, shredded cheddar cheese, hot dog pieces, onion powder, garlic powder, and black pepper.
Pour the mixture into the prepared baking dish, spreading it out evenly.
Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and a toothpick inserted into the center comes out clean.
Let the casserole cool for a few minutes before cutting into squares and serving.
